On October 29, 2018, State Councilor and Foreign Minister Wang Yi held talks with newly-appointed Foreign Secretary Teodoro Lopez Locsin of the Philippines in Davao.
Wang Yi expressed that China and the Philippines are eternal neighbors. Sharing close bonds, people of both countries have always respected, helped and supported each other. Such a good tradition should be constantly consolidated and carried forward. Over the past two years, President Xi Jinping and President Rodrigo Duterte have established firm mutual trust and friendship, and jointly guided the relations between the two countries to tide over the crisis, move off the bottom, and make great strides in the right direction that conforms to the common interests of the two peoples. As China and the Philippines are emerging economies and developing countries, China has placed the Philippines in an important position in China's diplomacy, especially in the neighborhood diplomacy. China stands ready to, together with the Philippine side, conduct all-round cooperation, continue properly managing differences at the same time, and well safeguard peace and stability in the South China Sea, so as to make positive contributions to promoting the common development and prosperity of the two countries and the region. The Chinese side is willing to, together with the Philippine side, carry out close cooperation, ensure a complete success for the scheduled historic visit, fully tap into the potential, better plan for the future, as well as elevate and deepen practical cooperation in security, development, people-to-people and cultural exchanges, and maritime field, in a bid to open up new broad prospects for the relations between the two countries. It is believed that as time passes, the Philippine people will increasingly realize that China is the most long-lasting and trustworthy cooperation partner of the Philippines.
Teodoro Lopez Locsin expressed that the two peoples share close bloodline, and the two countries are true and sincere cooperation partners. Since the turnaround of the China-Philippines relations in 2016, President Rodrigo Duterte has visited China for three times, and joined hands with President Xi Jinping to promote the improvement and development of bilateral relations with cooperation in various fields being smoothly advanced. The Philippine side eagerly expects President Xi Jinping's historic visit, and all departments of the Philippine government are making full preparations for the visit. The Philippine side is willing to intensify cooperation with the Chinese side to ensure the historic visit a complete success with fruitful results, so as to inject fresh and robust vitality into the relations between the two countries. The Philippine side stands ready to, together with the Chinese side, continue properly managing differences, boost maritime practical cooperation, and actively participate in the joint building of the Belt and Road Initiative. Such gestures fully conform to the national interests of the Philippines.
After the talks, Wang Yi and Teodoro Lopez Locsin jointly witnessed the signing of three documents including the handing-over and acceptance certificate of the project of China-aided police supplies.
