Wang Yi: Strengthening the Public Diplomacy Is an Inevitable Requirement for Advancing Major-country Diplomacy with Chinese Characteristics

On January 15, 2020, State Councilor and Foreign Minister Wang Yi expressed his views on further strengthening the public diplomacy of major countries with Chinese characteristics during a discussion with the China Public Diplomacy Association.

Wang Yi said, the public diplomacy is an important part of major-country diplomacy. To further improve and strengthen the public diplomacy is the inevitable requirement for advancing major-country diplomacy with Chinese characteristics, and also the part and parcel of promoting China's soft power construction. It is the urgent need of enhancing China's international discourse power. At present, the international community pays more attention to China's development, but there are also some doubts, misunderstandings and even deliberate attacks and smears on China by some forces. Therefore, we need to take more initiatives in China's story, and strive to get more countries to truly understand China and gain an objective understanding of China, and to eliminate the "deficit" in perception of China.

Wang Yi stressed, to carry out public diplomacy well under the current circumstances, we must first have a thorough understanding of the guidance thoughts. We need to earnestly study and understand Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We need to advance the public diplomacy in a coordinated way with the overall vision of the great renewal of the Chinese nation in mind, and become deeply conscious of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment. We must strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics. We must resolutely uphold the core position of General Secretary Xi Jinping, and resolutely uphold the authority of the Party Central Committee and its centralized, unified leadership. We need to take a clear stand to safeguard our national interests, image and dignity.

Second, we must ensure theoretical study, which requires us to fully understand and grasp Xi Jinping Thought on Diplomacy and strengthen the building of the theoretical framework of major-country diplomacy with Chinese characteristics. On this basis, we need to shape a discourse system featuring China's characteristics, values and style. We must make clear the cultural logic, historical logic and system logic. We should be able to translate the advantages of our path, theories, development and culture into advantages of our voice.

Third, we must ensure that we are capable enough. We must tell well the stories of the Communist Party of China on state governance and administration, the Chinese people's stories on making dreams come true, as well as China's adherence to peaceful development and win-win cooperation in a way that is easy to understand and accept, so as to guide the international community to form a correct vision of China.

Wang Yi noted, socialism with Chinese characteristics has entered a new era; major country diplomacy with Chinese characteristics opens new prospects; and major country public diplomacy with Chinese characteristics faces new development opportunities. We must remain firm in our determination, be enterprising, grasp the law of public communication, and develop new ways and approaches, so as to elevate China's public diplomacy to new highs.
